Notice of Public Works Project Open for Bids: Lost Lake Road Resurfacing and Tie Mill Road Restoration Projects

NOTICE IS HEREBY GIVEN that the Town of Long Lake, Florence County, Wisconsin, will receive sealed bids for furnishing crushed gravel surfacing and for hauling and spreading gravel on designated town and forest road project locations associated with the Lost Lake Road resurfacing and Tie Mill Road rehabilitation work.

The underlying project documents identify the work as Forest Road 2156 (Lost Lake Road) resurfacing and Forest Road 2402 (Tie Mill Road) rehabilitation, with the road work period extending through October 31, 2026. The Town is requesting bids only for the portions of the work involving the purchase of gravel and the hauling and spreading of gravel; the Town will complete culvert installation, grading with Town equipment and operator, and other miscellaneous project work.

Scope of Work

  • Furnish crushed gravel surfacing suitable for roadway resurfacing and rehabilitation work.
  • Haul gravel to roadway locations designated by the Town of Long Lake.
  • Spread (not pile dump) gravel on the roadway surface in a manner that allows the Town's grader operator to complete final shaping and grading.
  • Coordinate deliveries and spreading with Town representatives so roadway work can proceed efficiently.
  • Provide documented weigh slips as evidence for gravel sourced, hauled, and spread for the projects.

The project agreement budget worksheet identifies the principal gravel item as purchase and haul of 3,440 tons of crushed gravel surfacing. The operating plan also states that approximately 7 miles of Forest Road 2156 are to be graded and surfaced with gravel and that Forest Road 2402 includes hauling, placing, and compacting 200 cubic yards of road gravel associated with culvert and surfacing work.

Work by Town

The Town of Long Lake will perform culvert installations, grader work for final grading, and other miscellaneous related work not specifically included in this bid notice. Bidders should price only the material supply, hauling, and rough spreading components requested in this notice. 

Bid Requirements

  • Bidder's legal name, address, telephone number, and email.
  • Unit price per ton for crushed gravel surfacing furnished.
  • Unit price per ton or other clearly stated basis for hauling and spreading.
  • Source location of gravel material.
  • Proposed schedule and availability.
  • Description of equipment to be used.
  • Proof that the bidder is properly insured and capable of performing roadway hauling work.
  • Any exceptions, conditions, or assumptions affecting the bid.

The Town may request evidence of contractor responsibility, references, insurance certificates, and any other information reasonably necessary to evaluate the bid. The Town reserves the right to reject any or all bids, waive informalities, and accept the bid deemed most advantageous to the Town, consistent with Wisconsin town procurement practices and the project requirements.

Material and Performance Expectations

All gravel furnished shall be roadway gravel or crushed gravel surfacing suitable for the intended road project and acceptable to the Town. Hauling and spreading shall be completed in a safe and workmanlike manner, at locations and times directed by the Town, and in coordination with the Town's roadwork operations.  All gravel loads shall be accompanied by weigh slips to be recorded and submitted as proof of amount of gravel supplied.

Bidders are responsible for verifying site conditions, haul access, distances, and all factors affecting cost before submitting a bid. Submission of a bid shall constitute acknowledgment that the bidder has investigated the conditions material to performance.

Bid Opening

Sealed bids will be opened at a public meeting scheduled on Thursday, July 30th at 6:00PM at the Long Lake Town Hall.
